Off the top of my head, without going overboard and staying within budget while not buying a system that will feel outdated in a year or two, I'd look for something with an i5, 16GB RAM, SSD for OS/programs, HDD for storage and media, a mid-range nVidia card, and one (if not two) entry-level 2560x1440 IPS monitor. You don't need a top end gaming video card because you aren't doing 3D or video but you do want something that can handle a high resolution monitor (or more likely, two of them) and anything you may want to do later on that leverages the GPU.

If you are only doing Photoshop and not any sort of video or 3d/animation, you probably don't need an i7, but you do want a lot of RAM, likely an SSD for your boot/programs drive, a larger hard drive for storage and cache and all that, and a decent video card. There just aren't that many companies making worthwhile out-of-the-box PCs for that space between 'basic' and 'workstation' without adding a lot of gaming-centric touches that you don't need. for not a lot more than building your own but those cost $2000 and up if they're even worth buying. If you do a lot of professional work and need a real workstation, you can get those from Dell, HP, etc. If you want a gaming PC, there are companies that make those too (might cost a bit more but the parts are right so you're not paying for a less than ideal setup). If you want a basic desktop, there are loads to choose from. For a popular 'market' this doesn't have to be bad. Buying prebuilt just means you don't get to pick all of the components. Not only the lack of difficulty but also worth noting is that there isn't a big market for high end, non-gaming, non-workstation PCs.
